That this meeting resolve into a Committee of the Whole session.

That this meeting proceed past the hour of 10:00 p.m., but no later than 10:30 p.m.

That options for a northern boundary for the south Oakville wards not be restricted and that such a boundary remain flexible having regard for communities of interest; 2. That the Sixteen Mile Creek and Trafalgar Road be recognized as boundary delineators where possible; 3. That the tolerable outer limit to the optimal size of wards be confirmed at 25 percent; and 4. That the guiding principles of the ward boundary review be prioritized to establish “effective representation” as the first, the “protection of communities of interest and neighbourhoods” as second and consideration of “physical features as natural boundaries” as third. Moved by Councillor Elgar That the foregoing motion moved by Councillor Duddeck be amended to include the following two additional clauses: “1. That staff include the analysis of Map #1, found on page 87 of the agenda, in the next steps; and 2. That Option 1 be further analyzed as revised to introduce Trafalgar Road as the boundary between wards 5 and 6 and to recognize and maintain the borders of the River Oaks community.”

That the foregoing motion moved by Councillor Duddeck be further amended to include the following additional clause: “That Options 2, 3 and 4 be further analyzed as revised to establish the Sixteen Mile Creek as a boundary in wards 2 and 5 and to relocate the northern boundary of ward 1 from Upper Middle Road to the Q.E.W.”

That the interim report entitled “Options for Oakville” prepared by Robert J. Williams, Ph.D., regarding the 2011-2012 ward boundary review be received.

That the Committee rise and report.

That the report and recommendations of the Committee of the Whole be approved.

That the following by-law(s) be passed: 2012-017 A by-law to confirm the proceedings of a meeting of Council.
