That this meeting proceed into a Committee of the Whole session.

That By-law 2013-085, a by-law to assume public works and streets within Plan 20M-1071, be passed.

That the Development Agreement between the Town and Silwell Developments Limited (File: 24T-92005) be approved and the Town Solicitor be authorized to make minor changes to the Agreement, which do not affect the substance of the Agreement; 2. That the Development Agreement with Silwell Developments Limited be executed in accordance with By-law 2013-057; and 3. That the by-law, establishing the lands to be transferred to the Town pursuant to the Development Agreement as a public road, be brought forward directly to Council for approval at the appropriate time, without further report.

That comments from the public regarding the pilot Kerr Village Community Improvement Plan (File No. 42.23.002), be received.

That Report PD-063-13, dated September 16, 2013, and titled inZone Project (Zoning By-law Review): Second Draft (v2.0) for Statutory Public Consultation, be received.

That the nominees for the Ontario Heritage Trust volunteer recognition programs, as set out in Confidential Appendix A of the report from Planning Services, dated September 18, 2013, be endorsed.

That the Director of Planning Services be authorized to grant draft plan approval to the Draft Plan of Condominium (24CDM-13001/1617) submitted by Vandyk-Wyndham Place Ltd., prepared by Schaeffer Dzaldov Bennett Ltd., dated January 25, 2013, subject to the conditions contained in Appendix ‘A’ of Planning Services report PD‑062-13.

That the Draft Plan of Subdivision and Draft Plan of Condominium by 1371975 Ontario Inc. (Markay Homes), File No’s.: 24T-12005 and 254CDM‑12004, be approved; and 2. That the Director of Planning Services be authorized to grant draft plan approval to the Draft Plan of Subdivision (24T-12005) and Draft Plan of Condominium (24CDM-12004) submitted by 1371975 Ontario Inc. (Markay Homes) prepared by Mackay, MacKay and Peters Ltd., dated July 17, 2013, subject to the conditions contained in Appendices B1, B2 and C.

That notice of intention to amend by-law 1993-041, a by-law to designate 10 Burnet Street as a property of historic and architectural value and interest, be issued.

That the application (File No.: Z.1430.26) submitted by VGR Investments Ltd., to remove the Holding Provision “H” from the lands located at 2495/2525 Old Bronte Road, be approved; and 2. That By-law 2013-071, a by-law to remove the Holding Provision “H” from By-law 1983-64 as amended by Zoning By-law 2013-001, be passed.

That the minutes of the Heritage Oakville Advisory Committee meeting of September 17, 2013, be received.

That this committee rise and report.

That the report and recommendations of the Committee of the Whole be approved.

That the following by-law(s) be passed: 2013-071 A by-law to amend the Town of Oakville's Comprehensive Zoning By-law 1984-63 as amended, to remove the "H" Holding Provision in section 90B, H50, municipally known as 2495/2525 Old Bronte Road (VGR Investments Ltd) File: Z.1430.26. 2013-080 A by-law to designate the Jones Farmhouse at 273 Burnhamthorpe Road East as a property of historical, architectural and/or contextual significance. 2013-085 A by-law to assume Registered Plan 20M-1071 . (Re: Item 1) 2013-094 A by-law to confirm the proceedings of a meeting of Council.
