That this meeting proceed into a Committee of the Whole session.

That the report entitled Provincial Review: Land Use Planning and Appeal System , be received.

That the report entitled Development Charges Systems Review: Submission to the Ministry of Municipal Affairs and Housing , be received.

That staff be authorized to proceed in the hearing of the Ontario Municipal Board appeals of Dunpar Developments (PL130321) in accordance with the report from the Legal Department, dated December 16, 2013.

Whereas, prior to consideration of the current report on the Brookfield proposal, PD-018-14, proceeding to Planning and Development Council, a further meeting with the residents and staff was to be held to allow staff to present their report and recommendations on the revised proposal and whereas, due to the holidays and an inability to schedule the meeting with all residents and staff in attendance, the additional meeting with the residents was not able to occur; Therefore be it resolved that Item 5 - Public Meeting and Recommendation Report, Proposed Zoning By-law Amendment, 822403 Ontario Inc. - File No. Z.1716.15, By-law 2014-008, be

That comments from the public meeting on the proposed Zoning By-law Amendment and Draft Plan of Subdivision applications (ZA.1215.01 and 24T‑13002/1215) submitted by Star Oak Developments Limited, be received.

That comments from the public meeting on the proposed Zoning By-law Amendment and Draft Plan of Subdivision applications (24T-12012/1315) submitted by EMGO (North Oakville 1) Ltd., be received.

That the staff report entitled Trafalgar Road Corridor Planning Study, be received; and 2. That comments from the public with respect to the Trafalgar Road Corridor Planning Study Official Plan Amendment, be received.

That staff report PD-013-14, be received; 2. That By-law 2014-002, being a by-law to repeal By-laws 1992-3 and 1992-4 and dissolve a community improvement project area, be passed; 3. That By-law 2014-003, being a by-law to designate the Kerr Village Community Improvement Project Area, be passed; and 4. That By-law 2014-004, being a by-law to adopt the Kerr Village Community Improvement Plan for the Kerr Village Community Improvement Project Area, be passed.

That the Cultural Heritage Landscapes Strategy , attached as Appendix A in the report from Planning Services, dated December 13, 2013, be endorsed.

That the minutes of the Heritage Oakville Advisory Committee meeting of December 17, 2013, be received.

That the report and recommendations of the Committee of the Whole be approved.

That the following by-law(s) be passed: 2014-002 A by-law to dissolve the Kerr Street Community Improvement Project Area. (Re: Item 7) 2014-003 A by-law to designate the Kerr Village Community Improvement Project Area. (Re: Item 7) 2014-004 A by-law to adopt a community improvement plan for the Kerr Village Community Improvement Project Area. (Re: Item 7) 2014-005 A by-law to declare that certain land is not subject to part lot control – (Blocks 65 and 66, Plan 20M-1137, and Blocks 320 to 324, inclusive, Plan 20M-1139 – Mattamy (Preserve) Limited/Pendent Developments Limited/Lower Fourth Limited). 2014-010 A by-law to confirm the proceedings of a meeting of Council.
