That this meeting proceed into a Committee of the Whole session.

That the Director of Planning Services be authorized to grant a six month extension to the Draft Plan of Subdivision (24T92005/O) submitted by Silwell Development Limited.

That the Town Solicitor be instructed as set out in the confidential legal report dated November 24, 2015.

That the report from the Legal department, dated November 18, 2015, be received.

That the new process for removing Holding provisions detailed in report PD‑456-15, dated November 11, 2015, and titled, Removal of Holding Provisions Process Improvements (File No. 42.25.13) , be denied.

That By-law 2015-112 to designate the First and Second Street Heritage Conservation District under Section 41 of the Ontario Heritage Act, be passed; 2. That By-law 2015-112 also adopt the First and Second Street Heritage Conservation District Plan and Guidelines as the District Plan regarding matters set out under Section 41.1(5) of the Ontario Heritage Act , attached as Appendix A to the report dated November 18, 2015, from Planning Services; and 3. That Zoning By-law 2014-014 to consider the inclusion of Maximum Floor Area/Lot Ratio within the applicable zoning for properties contained within the First and Second Street Heritage Conservation District, be reviewed.

That the following recommendation pertaining to Item 6a of the Heritage Oakville Advisory Committee minutes from its meeting on November 17, 2015, be approved and the remainder of the minutes be received: a. Heritage Permit Application HP040/15-42.20S – 50 Second Street - Staining of Masonry That Heritage Permit Application HP040/15-42.20S for staining the masonry at 50 Second Street, as attached in Appendix A to the report dated October 6, 2015, from Planning Services, be denied.

That this Committee resolve into a closed meeting session for the purpose of dealing with a Confidential Item of New Business pertaining to litigation or potential litigation, including matters before administrative tribunals, affecting the municipality.

That this committee rise and report.

That the report and recommendations of the Committee of the Whole be approved.

That the following by-law(s) be passed: 2015-110 A by-law to declare that certain land is not subject to part lot control - Blocks 495, 496, 497 and 498, Plan 20M-1160 – Mattamy (Preserve Limited / Pendent Developments Limited). 2015-112 A by-law to designate the First and Second Street Heritage Conservation District and adopt the First and Second Street Heritage Conservation District Plan and Guidelines under Section 41 of the Ontario Heritage Act. (Re: Item 3) 2015-120 A by-law to confirm the proceedings of a meeting of Council.
