That the information in the report of the Legal Department dated July 13, 2023 regarding the Strong Mayor Powers Budget Process be received.

That the following advice from the Budget Committee to the Mayor regarding the draft Mayoral Direction to Staff for the preparation of the 2024 annual budget be received: That any costs that the town incur regarding development as a result of Bill 23 and Bill 109 be communicated to taxpayers. That a separate line be considered to be added to the tax bill should funding from the province not be provided so as to make the public aware of the costs. That all reserve balances be reported. That the November 3, 2023 date for Budget Committee recommendations to the Mayor be changed to November 2, 2023. That there be communication through the budget process on the future potential of a Stormwater Fee due to the considerations of the Rainwater Management Strategy. That there be metrics presented on the transit free ride program. That consultation with the Chamber of Commerce be included in the engagement program.
