That comments from the public with respect to the draft Town-initiated Official Plan Amendment – Housing Policies (File No.42.24.28) be received. That staff consider such comments as may be provided by Council: Consider additional policy language ensuring housing choices do not undermine the stability of established neighbourhoods and directing growth to identified growth areas. Explain the use of the word “town-wide” in the context of housing policies and consider alternative wording. Demonstrate how a range and mix of housing may be achieved through the proposed policies. Provide commentary and analysis of opportunities for low rise housing forms, including stacked townhouses and ground related housing. Examine options to enhance policy flexibility so planning permissions can respond to changing market conditions. Re‑examine the definitiveness of percentage targets for unit sizes (1‑, 2‑, 3‑bedroom) and consider more flexible, market‑responsive wording. Address matters relating to current housing targets may not reflect actual demand or market trends. Consider stronger policy language to enhance transparency to development processes and possible accountability mechanisms (penalties) for delays. Provide language about all partners involved in the housing system, and identify how non‑profit, co‑op, and private entities can be engaged or encouraged.
